The re-design of the Caserma Perotti area aims to transform an urban void into a green extension of the Fossolo neighborhood, known for its reformist urban planning by Giuseppe Campos Venuti. Fossolo's distinctive feature is its abundant green spaces, which have naturally reclaimed the abandoned barracks. The plan concentrates new construction in a small area, leaving most of the site to be re-naturalized, creating a large green rectangle linked to the surroundings gardens. This space will have a more untamed, adventurous character, restoring a fragment of the ancient floodplain forest to the city.

The new building's design revolves around integrating a paper archive into an urban space while fostering a connection with the neighborhood. The office block is elevated, creating an open, sheltered area below for public use, parking, and other activities. The parking area can serve multiple purposes, hosting events like concerts or markets, turning it into a civic hub for the community.

The archive's rooftop, connected by a ramp, doubles as a public square among the treetops, offering a unique perspective of the area. This flexible space can be used for sports, relaxation, or as a public gathering spot, becoming a new landmark for the neighborhood. The project’s challenge lies in giving the building a public character, turning the headquarters of the tax agency into an open, welcoming space—a civic symbol blending function with architecture, fostering connection and urban life.
